Minister McConney says the education system has to create pathways for everyone to be able to do well. Given the importance of tourism to the island, the Barbados Language Centre of the Barbados Community College is stressing the need for Barbadians to embrace a foreign language. The Language Centre is playing its part - more recently through its second annual Foreign Language Fair at the Eyrie, St. Michael campus, that focused on the intersection of languages and tourism. Secondary school students were afforded glimpses of the culture of countries in South America, including Venezuela, as well as Cuba and Japan. Director Paul Blackman is optimistic of the future as Barbadians learn a second language. Coordinator of the Foreign Language Fair Lamar Smith says it's important students have options when leaving school and charting their course of study. Caribbean governments are willing to work with Antigua and Barbuda to get the new Liat 2020 off the ground. Chief of Staff in the Prime Minister's Office, Lionel Hurst says at least three countries are eager to participate. The countries were not identified during the post-Cabinet press conference. Antigua insists the region needs Liat. Antigua and Barbuda's government meanwhile, is in talks with the Barbados-based Caribbean Development Bank and Liat shareholders to acquire three aircraft. As the United States of America grapples with a fentanyl overdose crisis, local officials have been ramping up education efforts to ensure citizens understand its dangers. Pharmacist Julie Williams says the synthetic opioid is very strong and can easily cause death on exposure, especially without the proper safety equipment. Fentanyl is up to 50 times stronger than heroin and about 100 times stronger than morphine as a pain reliever. Ms. Williams was speaking during a presentation at the offices of the National Council on Substance Abuse. Government will shortly be further enhancing maritime legislation to increase the level of efficiency in the sector while bolstering the island's overall efforts to develop its maritime framework. The announcement comes from Minister of Tourism and International Transport Ian Gooding-Edghill. The Minister was at the time presenting the Minister's Award for Excellence in Maritime Studies for 2023, to two students of the Samuel Jackman Prescod Institute of Technology (SJPI) at the Ministry's Offices. They are 23-year-old Richard Carter and 20-year-old Jadun Clarke, who both completed their Diploma in Marine Diesel Engineering at the SJPI. The Minister also congratulated the two recipients for their hard work in the specialised area. The two awardees were proud to receive the recognition. Workers at the University of the West Indies Cave Hill Campus are back on the job after a commitment that some of the funds owed to them should hit their bank accounts today. The National Council on Substance Abuse is suggesting the time has come for new cross-sector approaches to address the drug problem in Barbados. This comes as the results of the 2022 BARDIN study released yesterday, show marijuana continues to be the drug of choice for those in treatment. The Council's Research Officer Laura Foster, says officials should consider executing a national household survey to get a full picture of the prevalence of marijuana use. She also wants to see the creation of a national employment assistance to cater to those unemployed individuals who are coming forward for drug treatment. Ms. Foster has also made a renewed call for businesses to implement workplace drug policies. Barbados Workers' Union General Secretary Toni Moore has provided an update relating to this week's strike at the University of the West Indies Cave Hill Campus.

Independent Senator Crystal Drakes called attention to debt levels in Latin America and the Caribbean. She noted that high debt-to-GPD levels remain, despite reductions in debt. She also states the island's external debt position has been increasing slowly. Ms. Drakes says the onset of COVID-19 and the ashfall from St. Vincent's La Soufriere Volcano also saw Barbados taking on more debt over the past years. Barbados and other countries in the southern Caribbean continue to be impacted by a massive plume of Saharan dust moving across the Atlantic Ocean. It has prompted the Barbados Meteorological Services to issue a Significant Dust Haze Advisory and call for Barbadians with respiratory issues and allergies to walk with their medication. While noting it's unusual for such an event at this time of year, Deputy Chief Meteorologist Brian Murray says the concentrations of Saharan dust vary from time to time. He says the dust haze also impacts precipitation. Mr. Murray was a guest on CBC TV8's the Morning Report. Given the uncertainties brought by changing weather patterns and the unpredictability of natural disasters, Barbados must ensure it has the necessary plans and resources to respond. Minister of State in the Prime Minister's Office, Senator Dr. Shantal Munro-Knight told the Senate the country must use all the tools in its arsenal to protect itself. She says countries should not have to wait to borrow money or be forced to accept terms that might not be favourable after a disaster. Senator Munro-Knight was at the time contributing to the debate on the Debt (Natural Disaster and Pandemic Deferment of Payment) (Miscellaneous Provisions) Bill 2023. She says these clauses will help the Government. Five Barbadian artists have been invited to participate in west Africa's biggest art event. The announcement was made by Prime Minister Mia Amor Mottley last evening, during a press briefing. It is one of the outcomes of the official visit of Senegal's President, Macky Sall. The event, called Biennale, will be held in Senegal's capital Dakar come May. Improved industrial relations are expected to be one of the positive outcomes of the implementation of workplace wellness policies. That's according to Minister of Labour, Social Security and the Third Sector Colin Jordan. He was speaking during a press briefing to update on the way forward for the implementation of the National Workplace Wellness Policy. The policy took effect in 2019, but its roll-out was sidelined by the COVID-19 pandemic. Mr. Jordan says a three-year plan has been conceptualised to get buy-in from workers and businesses. Year one, which deals with promotion and sensitising people, will involve the roll-out of a number of videos, social media platforms and the launch of a dedicated website. Mr. Jordan says rather than creating a new structure established Safety and Health Committees will be asked to include wellness in their plans. This will be part of the focus in year two.
