Come next year, Government will be looking to introduce a number of new pieces of legislation while resolving some outstanding ones. Some of these include legislation to address Overgrown Lots: The Health Services Amendment Bill, a Human Tissue Transplant Bill, the Storm Water Management Bill; and the Copyright Bill, among others. This is according to Deputy Prime Minister and Minister of Transport and Works Santia Bradshaw, who was speaking during Tuesday's sitting of Parliament. Additionally, Ms. Bradshaw says there are a number of projects over the course of the next year that will allow for Barbados to see necessary growth in the economy. One of those will be another Mill and Pave Programme. Government intends to construct a new plant to manufacture eco-friendly building materials. The announcement by Minister of Housing, Lands and Maintenance, Dwight Sutherland, came as he addressed a regional housing forum in Brazil, the 33rd General Assembly of Ministers and High-Level Authorities of Housing and Urban Development for Latin America and the Caribbean. Mr. Sutherland says the plant will make autoclaved aerated concrete, which is a lightweight, green and durable building material. He told the Assembly the aircrete will be used along with the light gauge steel structures being constructed. Mr. Sutherland says Government intends to build 3000 houses using these materials over the next two years. He says the benefits will include greater energy efficiency. Mr. Sutherland has been elected as President of the 34th General Assembly of Ministers and High-Level Authorities of Housing and Urban Development for Latin America and the Caribbean. The significant development will see Barbados hosting the Assembly for the first time next year. The tint meters required as part of enforcement of the coming ban for dark tints on motor vehicles are not yet in Barbados. This was revealed in a Ministerial Statement by Attorney General Dale Marshall. On September 19 Prime Minister Mia Amor Mottley announced that dark tints on motor vehicles will be outlawed as a crime fighting measure. Mr. Marshall provided an update on the acquisition of the meters needed. He adds that the Debate on amendments to the Road Traffic Act will be delayed until early January. Opposition leader, Ralph Thorne, has taken issue with what he says is the granting of concessions to large hospitality businesses. He suggests concessions should also be available to small businesses in the sector. Standing on a point of order, Minister of State in the Ministry of Education, Technological and Vocational Training, Sandra Husbands, however, took issue with the Opposition Leader's point. She said small businesses do in fact, have access to concessions. A call is being made for the banning of the importation and sale of toy guns in Barbados. It's coming from the Congress of Trade Unions and Staff Associations of Barbados in response to the surge in violent crimes across the nation. Addressing a press conference this morning, the Congress noted that while seemingly harmless, toy guns can inadvertently contribute to the normalisation and glorification of the gun culture among the youth. President Ryan Phillips, who outlined the recommendation among others, says exposure to these toys at a young age can influence impressionable minds, fostering attitudes that may later manifest in real world support for gun-related activities. CTUSAB is also calling for strict monitoring and enforcement of the ban on the wearing of masks and other face coverings in public spaces. Mr. Phillips says the improper use of masks has become a growing concern, as they are often exploited to conceal identities during the commission of crimes, thereby supporting criminal activities. CTUSAB says it stands ready to collaborate with all stakeholders to tackle the issue of crime on the island and remains committed to doing its part for the betterment of the nation. Fresh on the heels of a successful debt for climate swap, the Government of Barbados has announced its intention to carry out a debt for social swap next year. Minister in the Ministry of Finance Ryan Straughn, made the disclosure as he led of Debate on a Resolution on the Barbados Fiscal Framework for 2024 to 2028. Mr. Straughn says the medium term strategy consists of five pillars, including debt stabilisation and social inclusion. Another pillar of the strategy is private sector export-led growth. Mr. Straughn says the intention is to unlock resources within the economy, to allow ordinary citizens to export products and services. He wants Barbadians to invest in legitimate opportunities and avoid get-rich-quick schemes. Barbados and CARICOM have made some progress in efforts to address the region's crime problem. This is according to Barbados' Ambassador to CARICOM, David Comissiong. The island hosted the 2nd Regional Symposium on Crime in Guyana last month. Ambassador Comissiong says during the event, countries moved a step closer to implementing the CARICOM Arrest Warrant Treaty. That will allow member countries to arrest CARICOM nationals who are wanted in their home countries. Ambassador Comissiong says heads of Government have also agreed to place greater focus on the link between mental health and crime. The Barbados Association of Journalists and Media Workers is appealing to those responsible for the affairs of The Barbados Advocate to do right by current and former employees who are still due outstanding salaries. In a press release, BARJAM's President Ryan Broome said to date no statement has been made about The Advocate's present status or future, notwithstanding the company's involvement in larger court proceedings. The last time Advocate workers received payment was March of this year. That payment was intended to cover half payment for April 2023, while the other half is still owed to workers. Mr. Broome says the remaining staff members at The Advocate are uneasy about the situation, given the value of the newspaper and the impact it has had in the development of the country for more than 125 years. Five new cricket kits have been presented to the National Sports Council. By the Barbados Royals Girls Cricket Club, as part of the 'DP World Beyond Boundaries' Initiative. The presentation was made by Club President Roland Butcher to NSC Chairman Mac Fingall at the Friendship Ground recently, in aid of helping younger players with the sport. Butcher says it was the final presentation for the year, and he knows the NSC will make the best use of the gear. Chair of the Royals Girls Club - Dr. Sasha Sutherland - says their partnership with the NSC continues to grow, and they are grateful to the council for allowing them to use the Yorkshire facility as their home venue over the last year. Mr. Fingall encouraged the girls in the club to put in the work and take advantage of the opportunity that stands ahead of them.
