23-year-old Rahym Augustin-Joseph is the 2025 Rhodes Scholar for the Commonwealth Caribbean. The announcement was made during a ceremony at State House yesterday, after the selection panel interviewed scores of finalists. The St. Lucian Law and Political Science student was congratulated by President, Her Excellency the Most Honourable Dame Sandra Mason. Mr. Augustin-Joseph spoke to the media following the announcement that he had been awarded the fully funded scholarship for postgraduate studies at Oxford University. He hopes to use the opportunity to contribute to the discourse in several key areas. Dame Sandra expressed hope for the future of the Caribbean, based on the finalists' intelligence and capabilities. Noting they all fulfilled the criteria for the scholarship, the President encouraged the unsuccessful candidates to reapply next year. A lead cyber security consultant is warning of the possibility of increasingly severe cyber attacks. Edward Millington was speaking to CBC News after the Barbados Statistical Service confirmed its systems had been breached in recent weeks. He believes a risk assessment must be done, and a national cyber security programme rolled out, based on international best standards. Mr. Millington warns a failure to take action could result in disruptions to key public services. Mr. Millington is also advocating for the creation of a national public awareness programme for the public. With Barbados recording four dengue fever related deaths between October 2023 and May this year, an infection control specialist is calling on Barbadians to play a role in reducing breeding sites across the island. This from Director of Clinical and Diagnostic Services at the Queen Elizabeth Hospital, Dr. the Most Honourable Corey Forde, who was speaking on the QEH Pulse radio show on CBC's Q100.7 FM. The outbreak started last October with 1,133 confirmed cases and was officially declared over by the Ministry of Health and Wellness this year. Chairman of CARICOM and Prime Minister of Grenada, Dickon Mitchell, has been amplifying the voices of SIDS in the region, by bringing attention to several challenges. He told a leaders' summit of the small island developing states on climate change, that money can be found to address the climate crisis as trillions are found to fight wars. Prime Minister Mitchell made a plea for the financing gap to be closed. Secretary General of CARICOM, Dr. Carla Barnett warned gains made by member states are at risk, as they continue to bear the brunt of climate change. She says the challenges are unprecedented, including extreme heat and weather, sea level rise and warming ocean temperatures. Dr. Barnett has welcomed the use of artificial intelligence or AI in the fight against climate change. Prime Minister Mia Amor Mottley is among world leaders pledging action on climate finance, by launching a new Coalition for Solidarity Levies. The launch came at the ongoing UN Climate Change Conference of Parties or COP29 in Azerbaijan. The new coalition, comprised of 16 countries, is spearheaded by France, Kenya and Barbados. It aims to secure sustainable funding for climate action, by establishing levies on carbon-intensive industries, based on the polluter pays principle. Ms. Mottley acknowledged progress has been made over the past few years, but however, noted it is not enough. She says levies on shipping, aviation and fossil fuel extraction, could raise a combined 350 billion dollars a year and a 0.1% levy on all stock and bond trades could raise 418 billion a year. The Government of Barbados is pleased with the hearing on the Cybercrime Bill at the Inter-American Commission Human Rights (IACHR) in Washington D.C. According to a press release, the Commissioners endorsed the importance of protecting Barbadians from cybercrime and recognised the Government of Barbados has been proactive in providing significant opportunities for civil society groups to be consulted and share their views on the bill. Commissioner Gloria de Mees has talked about the importance of hearing voices with concerns about the proposed changes as well as the importance of the consensus about the need for protections from cybercrime that the bill provides. Commissioner de Mees is also joining her counterparts in asking how the Inter-American Commission Human Rights can help Barbados with its dialogue regarding the important public issue. Meanwhile, President Edgar Stuardo Ralon asked the parties to clarify whether the legislative process had ended or whether the Bill could still be amended and it was confirmed that the process had not yet ended. He's also stated the theme of freedom of expression is of significant interest to the Commission and that it will continue to monitor it closely. In 2020, COVID-19 cut the Government’s We Gatherin’ celebrations short but yesterday, the year long campaign was rolled out to convince more Barbadians to return home again. Celebrations for Barbados' 58th anniversary of Independence and 3rd anniversary as a Republic are underway in the diaspora, with the island's missions playing a key role. Barbadians living in Canada converged on the St. James Cathedral in Toronto for a church service. It was held under the theme "From Fields to Festivals: Hope in the Face of Hardship". Acting Counsel General David Gibbs highlighted Barbados' stable political system and strong education system. He told the congregation Barbados continues to do well. Several other activities are planned as Barbadians in the diaspora mark Independence. Barbados' Prime Minister Mia Amor Mottley has called on leaders attending the ongoing United Nations Climate Change Conference or COP29 in Azerbaijan, to commit to new collective goals that will enable states to reverse the current trajectory of climate change. While delivering Barbados' national statements at the World Leaders Climate Action Summit, she warned the planet is hurtling towards catastrophe. The Barbadian leader put forward seven critical elements which she says can assist. They include the proper capitalisation of the Loss and Damage Fund and a dedicated SIDS window in the Global Environment Facility Special Climate Change Fund. Ms. Mottley again made the case for developing countries to have access to cheaper, longer term capital and urgently needed financial reforms. Rich countries were also encouraged to deliver on their commitments. She also reiterated a call for a universal carbon pricing mechanism and a global methane agreement.
