U.S. Secretary of State Antony Blinken, Finnish Foreign Minister Elina Valtonen, and Finnish Defence Minister Antti Häkkänen participated in the signing of their new Defence Cooperation Agreement on Monday in Washington, D.C. The agreement will serve as a rulebook for U.S. military presence and aid in Finland after Russia's Nordic neighbour became the NATO military alliance's newest member earlier this year. "We now have a network of defence cooperation agreements that stretches from northern to southern Europe, from the insurgency to the Black Sea, providing security and stability for people all across the continent. Families say infants born in war-torn Gaza do not have enough supplies to care for them as the Israel-Hamas conflict rages on, leaving them underfed, unwashed and living in tents as temperatures drop. One grandmother has a simple wish for her twin baby granddaughters, Alma and Salma: they should be in a clean, safe room where they can be bathed. Instead, the infants are living in a tent in a camp for displaced people in Rafah, southern Gaza. Their mother cannot breastfeed them because she is not getting enough nutrition for her body to produce milk and they have never been bathed. Alma and Salma are part of a generation of Gaza babies born into homeless, destitute families struggling to survive Israel's military assault on their crowded strip of land, which has caused a humanitarian catastrophe. Their grandmother, Um Mohammed al-Jadba, struggles every day to find water to make them bottles of formula milk. She boils the water in a thermos flask on a fire outside the tent. "They are a month old now, and have not been bathed yet. Do you see the space they are living in?" she said, adding that it was a struggle to feed all of her family. “She was born into horrors." Australian authorities on Sunday urged thousands of people in north Queensland state to move to higher ground because of the danger of flooding from torrential rains. Queensland authorities said major flooding was underway in some suburbs of Cairns, a tourist hub of around 170,000 people located around 1,700 km north of the state capital Brisbane. The flooding came with heavy rain from ex-Tropical Cyclone Jasper, which hit the region this week, leaving tens of thousands without power and forcing evacuations. The United Nations (UN) Security Council is expected to vote on Monday on a proposal for Israel and Hamas to allow aid access to the Gaza Strip — via land, sea and air routes — and set up UN monitoring of the humanitarian assistance delivered. Diplomats said the fate of the draft Security Council resolution hinges on final negotiations between Israel ally and council veto power, the United States, and the United Arab Emirates, which has drafted the text. UN officials and aid agencies warn of a humanitarian catastrophe in Gaza — mass starvation and disease — with the majority of the coastal Palestinian enclave's 2.3 million people driven from their homes during the two-month-long conflict. A council resolution needs at least nine votes in favour and no vetoes by the U.S., France, China, Britain, or Russia. Earlier this month, Washington vetoed a resolution in the 15-member council that would have demanded an immediate humanitarian ceasefire between Israel and the Palestinian militants in Gaza. The 193-member UN General Assembly then demanded a ceasefire last week, with 153 states voting in favour. Pope Francis has formally approved allowing priests to bless same-sex couples, with a new document explaining a radical change in Vatican policy by insisting that people seeking God’s love and mercy shouldn’t be subject to “an exhaustive moral analysis” to receive it. The document from the Vatican’s doctrine office, released Monday, elaborates on a letter Francis sent to two conservative cardinals that was published in October.
