On Thursday, Northern California continued to be drenched by an atmospheric river, creating road hazards, floods and wind alerts across the region. The early winter storm has also affected some rural parts of Santa Rosa, one of California's largest wine cities.   John and Silvia Elze, long-time Santa Rosa residents who are both retired, have been nervously watching the water level rise.   “My biggest fear is that these are going to wash away. We're renters here, thank goodness. So it's not our financial concern, but it does put us in a position of where do we go?” said Silvia Elze.   Sonoma County has received close to 11 inches of rain and had the second wettest day in a 24-hour period on record, according to Santa Rosa officials. Speaking to university students in Minsk on Friday, Belarusian President Alexander Lukashenko shot down longstanding Western depictions of his ruling style, claiming that “there is no dictatorship” in Belarus and that “there can’t be.” “In order to be a dictator, you must have the levers of dictatorship. And what levers of dictatorship do I have?” Lukashenko said, later referring to Joseph Stalin and Adolf Hitler, who he said everyone was “afraid” of. As a close ally of Russian President Vladimir Putin, Lukashenko has consistently offered support to Russia in its war against Ukraine, which began in February 2022.
