Donatella Rovera, a senior crisis response adviser at Amnesty International, says Israel, as the occupying power, is obliged under international law to cater to the needs of the population it occupies. She stressed that Israel controls what goes into Gaza by way of food, medical supplies and humanitarian aid. “Those restrictions have increased exponentially since October 7,” Rovera told Al Jazeera, pointing to the Israeli blockade of Gaza since 2007. “There is concrete evidence that contradicts whatever statements are being made by the Israeli authorities” on the killing of 117 Palestinians while collecting food aid on February 29, she said. Israel on Sunday denied its military was responsible for the deaths, which triggered global condemnation and calls for an independent inquiry. The purported finding is against the video evidence, witness accounts and accounts of the Palestinian officials, who said the victims were attacked by Israeli troops while waiting for food aid southwest of Gaza City. UN officials said on Saturday that many of those wounded near the aid convoy sustained bullet injuries. Rovera also reminded that the Israeli authorities prevent human rights officers and journalists from entering Gaza to carry out independent investigations. Meinie Nicolai, the general director at Doctors Without Borders who has spent the past two weeks in Gaza, has told Al Jazeera that “the reports of malnutrition, especially among young children, are very concerning”. “We need a ceasefire. We need it immediately … to increase humanitarian aid. Air drops will not solve this. We need a sustained ceasefire to bring the aid and the medical care to the people in a safe way,” she said speaking from Brussels. “Nowhere in Gaza is safe.” She also said that even the buildings that were notified to the Israeli army as the place where humanitarian aid workers and their families were staying were not safe. Nicolai said the Israeli army had attacked the building where her staff and their families were staying following the Israeli evacuation order despite her organisation notifying the Israeli army that it was housing humanitarian aid workers. The incident killed two women in the building. She said neither the US nor Israel provided her office any clarifications about why they were targeted in the residential building in an area designated as safe by the Israeli army. Nour Odeh, a political analyst and columnist, has told Al Jazeera from Ramallah in the occupied West Bank that Hamas “will have to” cooperate to make the ceasefire deal work. “Egypt and Qatar, who have working around the clock for the past month to get to a ceasefire, to get to an agreement that would end the war – and that would require some sort of political framework … they need Hamas’ cooperation for this deal and they have been making the point that without it it would be very difficult to find a pathway towards the end of the war,” she said. “Hamas is also under a lot of pressure domestically. They need to be able to say that this six-week ceasefire will make a difference, that there would be enough aid flowing in, that people would be able to return to the north and not starve to death, because the humanitarian aid is not allowed,” Odeh added. “Ultimately, it will be very difficult for Hamas to say no to Qatar and Egypt at this point.” She also said “the missing part” for the ceasefire deal is the US. “The Biden administration is resorting to extreme measures like dropping aid because it cannot bring its ally and the country that depends on it for this war to open more border crossings to allow food into the Strip to save lives of people that Israel has been starving for five months,” Odeh added. Russia says its air defence systems have destroyed all 38 drones launched by Ukraine targeting the Crimea peninsula.
