The Uganda Human Rights Commission has dismissed a complaint of human rights abuse that the National Unity Platform President, Robert Kyagulanyi, filed against the state in 2018. The Chairperson, Mariam Wangadya, refused to entertain the preliminary submission by Kyagulanyi, who accused the commission of lacking the capacity to deliver justice. Parliament's Public Accounts Committee has expressed frustration with how the police used four billion shillings to improve their detention facilities. This follows an inspection by the Auditor General of 60 facilities, which found that 19 of these still use buckets for their sanitation, including Gulu East Division, Mbale CPS, Hoima, and Rubanda. The dire situation is a health risk. The police have arrested four people suspected to be members of a taxi gang who have robbed and murdered their female passengers. The incidents happened along the Kampala-Entebbe Highway. According to the police spokesperson Fred Enanga, the gang targeted women traveling to work early in the morning or returning late. Civil society agencies have asked President Museveni not to assent to the NGO Amendment Bill that transferred the functions of the NGO Bureau to the Ministry of Internal Affairs under the rationalization of government agencies plan. The leaders of various NGOs say that the sector is too big and essential to be managed and regulated by a mere desk at the Ministry of Internal Affairs. Gaming and Sports Betting is one of the biggest sources of revenue in terms of taxes remitted by the Gaming companies to the Uganda Revenue Authority. Speaking to NTV, Denis Mudene Ngabirano the Chief Executive Officer of the National Lotteries and Gaming Regulatory Board, says the turnovers of the over 50 licensed companies, now stand at three trillion shillings. Therefore in total, they contributed over 130 billion shillings to the Uganda Revenue Authority in tax revenue. The Uganda Bureau of Statistics is in the last legs of the National Census exercise after covering at least 93% of the country, according to its Executive Director, Dr. Chris Mukiza.
