The National Census exercise in Kampala started on a low note last evening, with limited implementation of what the Uganda Bureau of Statistics had communicated. There were no roadblocks on the major roads out of the capital Kampala and so were the enumerators seldom seen. The National Census started in Kampala amidst mixed responses as some enumerators threatened to lay down their tools, as they demanded for facilitation for their work that had not been given to them. The enumeration exercise was delayed as the enumerators also blamed the lack of equipment, whereas the tablets that are being used to collect personal biodata were accused of not working. The Archbishop of Kampala, Paul Ssemogerere has appealed to the Central Government and the Uganda Communications Commission to invest more in researching on Artificial Intelligence before it is implemented in the country. The Uganda Prisons Service has also joined the rest of the country in taking part in the ongoing national census. The exercise is being conducted by prison staff with support training from the Uganda Bureau of Statistics. According to Mr. Frank Baine, the Spokesperson of the Uganda Prisons Service, the enumeration of prisoners will take at least three days and later the enumerators will also count the Prison staff. In several areas of Wakiso district, the enumeration exercise did not start at 8am as the tablets to be used could not connect to the online portal of the Uganda Bureau of Statistics. The technical glitch hindered enumerators from accessing the household questionnaire and the household-mapping Global Positioning System or GPS. The census exercise has not commenced in the areas of Katwe a kampala suburb following enumerators complaining that they can not log into the system. A group of enumerators we found at st. paul primary school seemed stranded with ipads saying they have not been updated into the system and therefore could not go out to enumerate people because they could not access the questionnaires. The residents we interacted with in Katwe kinyoro say they have seen some enumerators around who complained that the system was not working. They are however optimistic that given the many days for the exercise they will be counted.
The minster for Luwero-Rwenzori Triangle Alice Kaboyo has advised leaders from Busoga sub region to combine efforts in changing livelihoods of people. Kaboyo addressed this at the launching ceremony of the distribution of over fifty thousand hand hoes for Busoga sub region in Jinja City.
The 2024 National Population & Housing Census reference night was greatly welcomed by the masses. The categories of people in transit and the homeless embraced the exercise as per the enumerators despite some politicising the activity.
At the Uganda Kenya boarder the commencement of the census night was successfully conducted. The census night had several segments like the truck drivers, floating population like those travelling in buses, institutions, hospitals, prisons among others. Uganda bureau of statistics-UBOS officials say the exercise was successful as all people willingly gave information.

However, the deployed enumerators in Kira Municipality did enumerate a few truck drivers whom they found were sleeping in their trucks at Bweyogere, Wakiso District.
