In today’s participative world, citizens are not only queuing at voting booths but also taking to the streets and using modern communication technology to select, sanction, and pressure the leaders who wield power within the government. This political engagement can function in highly nuanced ways even within the same formal institutional context and across the political spectrum, from autocracies to democracies. Too often, government leaders fail to adopt and implement policies that they know are necessary for sustained economic development. Political constraints can prevent leaders from following sound technical advice, even when leaders have the best of intentions, making politics work for development. Political engagement becomes unhealthy when leaders are selected and sanctioned based on their provision of private benefits rather than public goods, giving rise to a range of government failures. In Uganda today, the impact of politicking on development has become more apparent. For example, shades of politics have played a critical role in the ongoing challenges of traders' protests and questions surrounding the completion of Namboole. Refugee Response partners in Uganda play a crucial role in providing protection, assistance, and solutions to the 1.66 million refugees and asylum seekers in the country. The Petroleum Authority of Uganda has introduced livelihood restoration projects for thousands of people affected by the Tilenga Oil Project in Buliisa and Nwoya Districts. About 5,000 Project Affected Persons were displaced to make way for the Tilenga project infrastructure, including the Tilenga Industrial Area, oil well pads, oil flow lines, the feeder line, and access roads. The annual Joan Kagezi Memorial lecture is scheduled to take place next Thursday. This event marks the seventh occurrence since its inauguration in 2016. Director of Public Prosecutions Jane Frances Abodo states that this year's event holds particular significance, as Kagezi's suspected killers have been committed to the high court, awaiting prosecution pending the court's scheduling. Joan Kagezi was assassinated in March 2015 in Najjera, a suburb of Kira town, Wakiso district. While on her way home, she stopped at a fruit stall, where assailants trailing her opened fire and shot her. Doubt continues to loom over the possibility of the Mandela National Stadium in Nambole hosting Uganda's next World Cup game against Algeria, scheduled for June 3, 2024. This uncertainty arose after a CAF report highlighted several areas that did not conform to FIFA rules and regulations for a venue to host an international match of World Cup qualifier status, which was brought to the attention of Parliament. Last Thursday during the sittings, Speaker Anita Among tasked the Minister to provide accountability for the staggering Shs97 billion allocated for the stadium’s refurbishment, unearthing mounting concerns regarding the delayed completion of the Mandela National Stadium. Revelations of inadequate renovations compelled the Minister of State for Sports, Ogwang, to respond, including addressing complaints raised by John Nambeshe, the Opposition Chief Whip, who expressed disappointment over Minister Ogwang’s failure to fulfill pledges concerning the stadium’s construction. The unresolved financial shortfall has cast uncertainty over the timeline for completing the renovations, raising questions about Uganda’s readiness to host the two World Cup qualifiers against Botswana and Algeria in June at the Namboole Stadium. The late Dr. Martin Aliker will be accorded a state burial by Article 99 of the 1995 Constitution, as amended, which vests the Executive Authority of Uganda in the President. However, it will be unlike other state burials, following an agreement between the family and government that the deceased body would not lay in the state.
