Kabale District Local Council has passed a by-law aimed at regulating drinking hours. The by-law follows the high rate of alcohol consumption during working hours. Under the by-law which came into effect on Tuesday, bars are not supposed to open before 5:00 pm and must close by 10:00 pm. Bank of Uganda has forbidden the issuance of financial cards for borrowers and will now require financial institutions to use the national IDs of borrowers to identify them and, by extension, rate them and issue a credit score. This means that credit reference bureaus will use more than banking history to determine whether borrowers are creditworthy. The Directorate of Public Prosecutions is improving its support for victims and witnesses of human trafficking during investigations, prosecutions, and court proceedings. The Director of Public Prosecutions, Lady Justice Jane Frances Abodo, says victims have historically only been provided with transport during court processes, leaving a significant challenge for those who cannot afford accommodation during these proceedings. Health authorities in Mbale City are investigating a suspected cholera outbreak following the deaths of at least two people in the area. According to local leaders, the matter stems from concerns about the poor disposal of fecal matter in Mbale Industrial Park, which has contaminated two rivers, Nashibisho and Namatala.
