Russia, facing western sanctions, is expected to convince its allies to adopt an alternative to the dollar for global payments at an upcoming BRICS summit. A 17-year-old self-radicalised Singaporean was arrested under the Internal Security Act (ISA) just weeks before his plan to carry out a terror attack in Tampines. Speaking to the media on Friday (Oct 18), Law and Home Affairs Minister K Shanmugam said the youth was inspired by Islamic State (ISIS) propaganda and knew that he would be intercepted by the authorities.
