In parliament on Tuesday (Oct 15), Singapore Transport Minister Chee Hong Tat delivered a ministerial statement on the East-West Line train disruption that happened from Sep 25 to Sep 30. Mr Chee said the Land Transport Authority (LTA) will conduct investigations into the cause of the incident, which will be supported by an expert advisory panel. He also highlighted how public transport service standards should be separate from how fares are set. He noted that fare reviews were necessary for the public transport system to remain financially sustainable. "If our fares are not adjusted to reflect rising operating costs, the persistent shortfall would have a chronic impact on service quality and reliability over time," he said. Singapore's Q3 growth beat market expectations to hit 4.1%. Advance estimates showed it surpassed Q2's 2.9% growth, boosted by the manufacturing sector's rebound. The sector grew by 7.5%, reversing the 1.1% contraction in the previous quarter. However, the construction sector's growth lost momentum. It grew 3.1%, easing from Q2's 4.8%. Meanwhile, the central bank has maintained its monetary policy for the sixth consecutive time. The Monetary Authority of Singapore also expects core inflation to decline further to around 2% by end-2024.

The Singapore government has stepped in to stop the proposed deal between NTUC Income and German insurer Allianz. It's also introducing new measures to safeguard future deals that involve insurers with a social mission, like Income. Singapore's Leader of the Opposition has been accused of giving false statements during a parliamentary inquiry, in order to downplay his own responsibility in a case where his former MP lied in parliament. On the opening day of his trial, the prosecution argued that Workers' Party chief Pritam Singh was prepared to let Ms Raeesah Khan maintain her lie and guided her accordingly in doing so. If convicted of lying, Singh faces up to three years in jail, a fine of up to S$7,000, or both per charge. Jeraldine Yap reports.

Chinese Premier Li Qiang has arrived in Pakistan, ahead of the two-day Shanghai Cooperation Organisation (SCO) summit. Mr Li was welcomed by Pakistani Prime Minister Shehbaz Sharif at the airport. Indian police have arrested three people in connection with the killing of prominent politician Baba Siddique in Mumbai. The killing, which has been linked to a known criminal organisation, comes ahead of state elections next month. China is set to unveil more measures to boost consumption this quarter, in a bid to help businesses tap into a larger customer base. A vice-minister said emphasis will be placed on encouraging consumers to upgrade electric vehicles and bikes, as well as promoting famous Chinese brands and food production. Support will also be given to "new" types of consumption, including low-altitude logistics like drones, and agricultural and forestry planning.
