Vets said the sea turtle was struck by a boat, tangled up in a crab trap and then stranded on a sandbar before she was rescued.

The agency said the crooks will tell victims that their lost pets have been found and if they want them back, they would have to pay a fee.

Authorities said one man was arrested in South Florida while another was arrested in Los Angeles.
