A gas explosion in a coal mine in Iran's South Khorasan Province killed at least 51 people and injured 20, Iran's state media said. The incident occurred at 9 p.m. on a Saturday and was caused by a methane gas explosion, according to Mohammadali Akhondi, the head of Crisis Management Department for South Khorasan Province. Police in Birmingham, Al., said on Sunday that approximately 17 people were injured and 4 were killed when shots rang out just after 11 p.m. Saturday night in the busy entertainment district of Five Points South. Police believe the shooting was targeted and have no suspects in custody. "We believe the individual that was targeted is among the deceased. We believe that there was a hit, if you will, on that particular person. Or you know, someone was willing to pay money to have that person to killed," Birmingham Police Chief Scott Thurman said Sunday. Thurman added that over 100 shell casings were found. "That's 21 people whose lives were forever changed. That's 21 families that were — some were destroyed and some were just altered. And just our hearts go out to them," he said. According to officials, a large search for the shooters are underway and Birmingham police have reached out to federal law enforcement agencies for help with the investigation. محامو المغرب يجددون رفضهم القاطع ل"المسطرة المدنية" والزياني: نعيش أزمة تشريع و المحاماة تتعرض لهجوم غير مسبوق على خلفية رفضها القاطع لبعض مضامين مشروع قانون المسطرة المدنية، وفي تصعيد جديد نظمت جميعة هيئات المحامين بالمغرب اليوم السبت بالمسرح الوطني محمد الخامس بالرباط لقاء وطنيا للمحاماة تحت شعار "من أجل مسار تشريعي مسؤول ومحصن للمكتسبات الحقوقية والدستورية" وذلك بحضور 17 هيئة للمحامين . وأجمع المحاميات والمحامين في هذا اللقاء على أن :" مطالبهم ليست فئوية ولا مادية ولا خاصة، بل هي مطالب تهم المواطن بالدرجة الأولى، كما أنها تشكل مظهرا من مظاهر ومقومات دولة الحق والقانون، وهدفا استراتيجيا من أهداف إصلاح منظومة العدالة ببلادنا". واعتبر محامو المملكة أن " تأسيس السلطة القضائية قد اكتمل بينما المحاماة كجناح ثاني للعدالة لازالت تتخبط في ماسي تشريعات ماسة باستقلالها، وبمجال عملها ومكانتها أفرادا ومؤسسات مهنية". النقيب الزياني: نعاني من أزمة حقيقية في مجال التشريع ومهنة المحاماة تتعرض لهجوم غير مفهوم وفي كلمة له بالمناسبة، قال الأستاذ النقيب و رئيس جمعية هيئات المحامين بالمغرب الحسين الزياني، إن اللقاء الذي تم عقده اليوم يعد شكلا من أشكال الاحتجاج وأسلوبا حضاريا لقول "لا" لما يجري في التشريع ببلادنا وما نعانيه من أزمة حقيقية خانقة في هذا المجال". وأكد الزياني على أن "التشريع الحالي متأزم لا يراعي النسق العام الذي تمر منه البلاد ولا يراعي خصوصيات الانتقال الاستراتيجي لمغرب اليوم ". واعتبر الزياني أن " التشريعات التي تصاغ اليوم وتخرج من رحم البرلمان والمؤسسات التشريعية لا تسير إلى الأمام ولا تحقق طموحات وأهداف المجتمع المغربي بل تكسر أركان العدالة في عديد من مقتضياته" على حد تعبيره. وأضاف رئيس جمعية هيئات المحامين بالمغرب في كلمته التي ألقاها أمام مايناهز 6000 محام ومحامية :" إن ما يقلقنا ، ويشغل بالنا هو وضعية التشريع ببلادنا المتسمة بالتراجعات والتناقضات ، كما أن هاجسنا ما تعانيه المحاماة من معيقات ، وما تتعرض له من هجوم غير مسبوق وغير مفهوم ، من خلال الإعداد في مرحلة أولى لمشروع قانون المسطرة المدنية، الذي كسر عددا من المبادئ التي تقوم عليها النظرية العامة للقوانين الإجرائية ، ونسف عددا آخر من المكتسبات بكثافة عالية من الاختلالات والخروقات والتناقضات". اعتبروا مقتضياته "غير دستورية" ويمس بحقوق المتقاضين... المحامون المغاربة يرفضون مشروع قانون المسطرة المدنية ولفت الزياني إلى أن :"معالم الاعتداء على المحاماة اتضحت لدى الرأي العام المهني ، من خلال ما أصبح المحامي يعانيه من أسباب التضييق، في غياب التقييم الحقيقي والمسؤول لأوضاع مهنة المحاماة ،التي لم تحض حسب قوله بما يليق بها ويليق برسالتها الإنسانية، والمجتمعية، والحقوقية، في ظل ما يعرفه المغرب من أسباب النمو والبناء والتطور، وفي ظل المفهوم الجديد للعدالة ، الذي لا يترجمه إلا تشريع رصين بقضاء مستقل ودفاع قوي حصين". واستطرد الزياني بالقول :" مشروع قانون المسطرة المدنية الذي صوت مجلس النواب على كل مقتضياته قد أحيل على مجلس المستشارين الذي سيبدي رأيه فيه، في القادم من الأيام، وهو مشروع وإن تضمن بعض المقتضيات الجيدة والمقبولة وهذا من باب أننا لا نقصد تبخيسا ولا تيئيسا، فهو غير متجه نحو تقوية وتعزيز ضمانات المواطنين المتقاضين وحقهم في الدفاع بقدر ما ارتكزت هندسته وأهدافه على ضبط الولوج إلى العدالة وتقليصه والسرعة في إنتاج الأحكام القضائية، بمنطق يفهم منه أن الغرض من إعداد مشروع هذا القانون هو تصفية المتخلف من القضايا والحد من عدد قضايا المواطنات والمواطنين الذين يلجون إلى العدالة". ويرى الزياني أن :"الوضع الذي تعيشه مهنة المحاماة راجع إلى:" سياسات مرتبكة، أورثت فشلا في تدبير هذا القطاع" مردفا:" فمن غير المعقول أن سطرت بلادنا برامج للتنمية ، في حين تبقى المحاماة تعيش على هامشها وفتاتها وهي من استقبلت أفواجا كبيرة في السنوات الأخيرة من أبناء هذا الوطن ، دون التفكير في مجال وسبل عملهم، ومستقبلهم ، وكيفية ادماجهم، واندماجهم في وأقع يتسم بالتعقيد ومحفوف بالمخاطر". وزاد قائلا:"من غير المعقول تهميش انتظارات المحامين المغاربة ، الذين يتطلعون الى قائون مهني حداثي متطور؛ ويتطلعون إلى اتخاذ الخطوات الحقيقية من سواء تعلق الآمر بتحديث التشريعات أجل تطوير مهنة المحاماة". وفي ختام هذا اللقاء الوطني، دعا محامو المملكة الحكومة إلى تحمل مسؤوليتها عما يحدث في مجال التشريع من "نسق غير مسؤول وغير مراعي لمكتسبات الوطن في مجال الحقوق والحريات ومايحدث للمحاماة من تهميش واعتداء على مكانتها وموقعها". كما طالبوا الحكومة ب"رفع ضغوطاتها على المحاميات والمحاميين وتحمل مسؤوليتها أيضا عما ينغص الإدارة القضائية والاستهلاك غير المبرر للانتقال الاستراتيجي للبلاد". بالبذلة السوداء...محامو المملكة يحجون إلى الرباط احتجاجا على مشروع قانون المسطرة المدنية http://www.2m.ma Subscribe: http://goo.gl/JkTkvZ Like on Facebook : http://goo.gl/q3aNs7 Follow on Twitter : http://goo.gl/2a8ZnZ Follow on Instagram : http://goo.gl/6j2mVv
