It was established in the early 1950s for the purpose of commercial logging. In the 2000s, the logging was stopped to protect the forests, and White Wolf Town faced a crisis with sharp population decline from thousands to only three hundred. The local Forestry Bureau advocated tourism with the slogan "Drop your axe to be a tour guide", and created the country's only brand of forest folk culture integrated with animal resources and the tradition of handicrafts, which is ensured to provide a stable income for local residents.
