Citizen Security A National Priority In an announcement, Dr. Horace Chang, the Minister of National Security, emphasized the critical nature of the holistic strategy employed to reduce crime through the Citizen Security Plan (CSP). He highlighted that this comprehensive approach plays a vital role in addressing societal issues and positively transforming lives. Dr. Chang underscored the far-reaching impact of the initiatives carried out under the CSP, stating that they will significantly affect families and communities, ultimately enhancing public order and fostering safer environments. As a key component of Plan Secure Jamaica, the CSP centers its focus on community development by delivering targeted services to vulnerable areas identified in over 100 communities.
