Dogs with matted hair abandoned in Inland Empire

Several dogs were rescued in the Inland Empire after they were abandoned with matted hair in horrific conditions. They had dreadlocks matting to the skin. Because of the weight of the hair, some dogs couldn't even walk on their own. The dogs were all the same breed in the same conditions, a shelter official said.
