Families left in limbo after China ends practice of foreign adoptions

The Chinese government announced the end of its international adoption program last Thursday, leaving many who may have already been in the process of foreign adoption in the lurch. Wang Wenbin Mao Ning Mao Ning, a spokesperson for the Chinese foreign ministry, said the inter-country program will come to an immediate end, halting foreigners from adopting Chinese children. Ning said the decision to stop international adoption was made in line with the spirit of relevant international conventions. Among those impacted are the Welch family from Louisville, Ky., who first adopted a one-year-old girl from China in 2017. However, since 2019, they’ve been stuck in limbo as a result of not just the COVID-19 pandemic, but the foreign ministry’s announcement. "She's a great little artist and we've gotten pictures of her, imagination of what it will be like to have a home," mother Aimee Welch said of the now 10-year-old girl they consider part of their family. More than 160,000 Chinese children have been adopted by families across the world since 1992. Now, only people who are blood relatives or step-relatives of Chinese children can apply for international adoption.
