In tonight’s top story: With the cost of living a key concern for many people, Canada's inflation rate rose up to two per cent in October, after four straight months of decline. Heidi Petracek looks at what inflation means for Canadians trying to make ends meet, while Anne Gaviola explains how rising inflation could affect the Bank of Canada's next interest rate decision. While it's not a direct response to the U.S. giving Ukraine permission to use American-supplied ATACMS (Army Tactical Missile System) missiles, Russian President Vladimir Putin has signed a decree which lowers the threshold for his country's use of nuclear weapons. Jackson Proskow explains why there's not much international concern about Russia's revised nuclear doctrine. And, the so-called Islamic State (ISIS) has not only left a trail of anguish and despair in the Middle East, but in Canada too. The federal government estimates 180 Canadians travelled to join ISIS during the height of its power. Jeff Semple has the story of an Edmonton couple who was part of it.
