Restrictions were also imposed on oversized cargo vehicles and trucks that transport hazardous chemicals. In the neighboring Heilongjiang Province, severe rain and snow accompanied by strong winds and a temperature drop forced the local meteorological bureau to issue a red alert for blizzards and activate a Level III emergency response. The maximum snowfall was recorded at 16.2 millimeters in Zhaozhou County. The heavy snowfall is expected to persist until November 27, with some areas experiencing blizzards.
