How a man goes from being star of high school play to homeless in LA

Caleb DeWitt has been living on a Hollywood sidewalk for years while struggling with a meth addiction. He’s also been diagnosed with bipolar disorder. NBCLA’s I-Team has been following Caleb for five years. Once the star of his high school play, Caleb is still homeless, still struggling with the addiction. While the city of LA is set to spend $250 million to get the homeless off the streets through the “Inside safe” program, some outreach workers are skeptical. "I don't think Caleb would do very well in Inside Safe," Kerry Morrison, the founder of nonprofit Heart Forward said. "He probably needs to be in a more clinical setting to be stabilized.” In the LA area, 4,000 units of housing are now being built now for the homeless. But it’s not clear whether any of them will be equipped to treat the severely addicted and mentally ill.
