How do we stop communities being devastated by flooding?

Tom Cheshire visits two communities in Worcestershire that are just a few miles apart. But Upton upon Severn and Eckington have radically different levels of flood protection. Upton on Severn has a flood barrier that protects homes and businesses from the River Severn. Eckington has no protection and is frequently flooded by the Avon.
