Jinja councillors demand headcount to identify ghost students

Jinja District councillors have tasked the district leadership with carrying out a headcount of all learners in the district to identify ghost students. The councillors say ghost students have been used by some unscrupulous civil servants to steal public money under the guise of supporting learners in public primary and secondary schools that offer universal education. However, District Chief Administrative Officer Lillian Nakamate told the council that the ministry is aware of the problem and that the process to conduct a headcount is in progress.
