Jinja councillors demand headcount to tackle ghost students

Jinja District councilors have tasked the district leadership with conducting a headcount of all learners to identify and eliminate ghost students. The councillors allege that some unscrupulous civil servants have used ghost students to steal public money under the guise of supporting learners in public primary and secondary schools that offer universal education.
