A Texas woman received a shocking call on April 22 from a man demanding $600 and claiming he kidnapped her daughter. Authorities connected Flowers to Rouse's killing after reviewing surveillance footage and linking ballistic evidence from two other shootings believed to be related to the murder due to "commonalities such as geographical location" and "excessive violence" documented in the crimes.
