The leader of the House of Commons has defended plans to means-test the winter fuel payment for pensioners, claiming it has had to make "difficult decisions". Speaking on Sunday Morning with Trevor Phillips, Lucy Powell said it was "not what we wanted to do", blaming the previous Conservative government for overspending, saying "we do look back in anger". She was also quizzed on the proposed ban on smoking in outdoor spaces, including pub gardens, denying the government was "attacking" the hospitality industry.
