Councils will have to consider whether residents support Low Traffic Neighbourhoods (LTN) in their area before going ahead with schemes. LTNs are designed to encourage cycling and walking by limiting driving in side roads and include segregated cycle lanes, wider pavements and barriers to restrict vehicles.
