Meteorologists explain climate changes

The Uganda National Meteorology Authority is explaining the continuing cold to wet weather in January, despite the end of the El Nino phenomenon, as the result of external factors. This as it released the weather outlook for January forecasting dry and sunny weather conditions in most parts of the country.
