New Orleans attack: Car ramming a tactic long encouraged by ISIS leadership, says expert

At least 15 people are dead and 30 others injured after a pickup truck rammed into a crowd in New Orleans' French Quarter on New Year's Day. The FBI has identified the shooter as Shamsud-Din Jabbar, a 42-year-old United States citizen from Texas. He died after a shootout with police. Investigators found weapons in the vehicle used in the attack, including an explosive device, as well as an Islamic State flag. Javed Ali, an associate professor of practice at the University of Michigan’s Gerald R Ford School of Public Policy, tells CNA’s Asia First the attack is a tactic commonly used by those who believe in ISIS ideology to sow fear and panic.
