New York City’s new congestion toll kicks in, would it work in Toronto?

New York City has launched the first congestion pricing plan in the U.S, charging drivers entering parts of Manhattan during peak hours. The program aims to reduce traffic and raise $15 billion in upgrades to the city's subway and commuter rail system.
