A University of Michigan student from China allegedly voted at an on-campus voting site, according to Ann Arbor officials. Lawrence Kestenbaum, the Washtenaw County Clerk and Register of Deeds, says these incidents are very uncommon because non-citizens have strong incentives to follow the law, as they could easily be deported or prosecuted.
