On Thursday, Northern California continued to be drenched by an atmospheric river, creating road hazards, floods and wind alerts across the region. The early winter storm has also affected some rural parts of Santa Rosa, one of California's largest wine cities.   John and Silvia Elze, long-time Santa Rosa residents who are both retired, have been nervously watching the water level rise.   “My biggest fear is that these are going to wash away. We're renters here, thank goodness. So it's not our financial concern, but it does put us in a position of where do we go?” said Silvia Elze.   Sonoma County has received close to 11 inches of rain and had the second wettest day in a 24-hour period on record, according to Santa Rosa officials. Rain is on the forecast until Monday.
