NYC to begin fines for violating new trash laws
New York City can now fine small apartment buildings that don't follow their new rules for getting rid of trash. So are landlords and residents complying? Are they even aware of the new rules? Digital producer Maggie Cole hit the streets of Bed-Stuy, Brooklyn this morning on trash day to find out.
