A local criminologist is suggesting people, especially those in lower socio-economic groups, are being lured into crime. Kim Ramsay says while poverty is not a cause of crime, it is a risk factor. She was a guest on the current affairs programme, 'The People's Business', on CBC TV8. Ms. Ramsay says at least 70% of the prison population does not have academic qualifications. She also notes 68% of inmates have re-offended, because of the challenges they face on release.
