Putin lowers Russia's threshold to use nuclear weapons

Russian President Vladimir Putin has signed a decree which lowers the threshold for his country's use of nuclear weapons. The policy change was officially made shortly after the U.S. gave Ukraine permission to use American-supplied ATACMS (Army Tactical Missile System) missiles, although it’s not a direct response to that authorization.
