Russia arrests Uzbek man over e-scooter bombing of top general

Russia has arrested an Uzbek citizen in connection with death of a top Russian general. Lt.-Gen. Igor Kirillov was killed by a bomb hidden in an e-scooter in Moscow. Russian authorities say the suspect was offered cash and permission to move to a European country for the assassination.
