Russia-Ukraine: North Korean troops are "legitimate military targets" if they enter combat
Ukrainian President Volodymyr Zelenskyy said Monday that there are 11,000 North Korean military personnel operating in Russia's Kursk region, according to intelligence reports. Speaking in his evening video address, Zelenskyy added that the response from Ukraine's partners has not increased despite allegedly more numbers of North Koreans aiding Russian troops in the ongoing conflict. In Washington, D.C., U.S. State Department spokesperson Matthew Miller said North Korean troops could enter combat "in the coming days" and that they would be "would be legitimate military targets" if they were to do so. Putin, who signed a treaty with North Korean leader Kim Jong Un in June that includes a mutual defence clause, has neither confirmed nor denied the North Korean troop presence. He has said that Russia is free to implement the pact as it sees fit.
