Sual, Pangasinan Mayor Calugay allegedly awarded projects in their municipality to his wife's construction company "That smacks of conflict of interest," Sen. Jinggoy Estrada said during a Senate hearing on Tuesday when he shared documents showing that Sual, Pangasinan Mayor Calugay awarded projects to BET Construction and Supply Inc. Mayor Calugay's common law wife is a member of the board of incorporators of the said construction company.
