In a policy reversal, Canada has tightened rules against immigration with hundreds of thousands of people now expected to depart when their visas expire. Europe, which struggled for years to limit the number of unauthorized migrants, has begun instituting increasingly tough policies.  Meanwhile, in the United States, Donald Trump was elected president on a pledge to round-up and deport millions of undocumented immigrants.
