Section 5 of the Registration of Persons Act mandates NIRA to, among other things, create, manage, maintain, and operate the National Identification Register, to register citizens of Uganda, to register non-citizens of Uganda, to register births and deaths, and to assign a unique national identification number to every person registered in the national identification register. This extensive exercise not only aims to renew all National ID cards issued between 2014 and 2015, which are nearing the end of their 10-year validity period but also to adopt a more comprehensive biometric system. As the fourth estate, we are obliged to track such commitments.
